The overall objective of this technical assistance is to assist and support the Ministry of Vocational Training and Employment and its structures with the challenges involved in reorganising and strengthening the national and regional bodies in charge of the implementation of the reform, and with the management and operational coordination of the PAFIP programme. The support is provided in line with the governance principles established between the Ministry and social partners, employers (UTICA) and unions (UGTT), and with the projects for the reform of the national vocational training system (DNFP). |

The Project to Support the Training of Human Resources in the Industrial and Construction Fields (PAFRIBTP) involves modernising the public initial and continuing training system in close partnership with the private sector. The objective is to propose training attuned to the requirements of the market, professionals and businesses. It targets secondary schools, training centres and universities to support them in the following areas: (i) renovation of infrastructures, (ii) equipment supply, (iii) improvement and development of training programmes in relation to the identified industrial sub-sectors, and (iv) training support for trainers. |

Reinforcement Programme of Commercial Capacity for the Tourism Sector (2018-2022) |
The general objective of this assignment is to help the PMU to strengthen the commercial capacity of the tourism sector in Cambodia by building the capacity of private and public stakeholders, structuring public-private partnerships, and developing innovative commercial strategies. Strengthening the capacities of the Ministry of Tourism, private tourism operators and professional associations is thus at the core of this assignment, which is structured in four components: Component 1: Assisting the PMU in structuring and strengthening the capacity of the private sector; Component 2: Assisting the PMU in strengthening the capacity of the Ministry of Tourism; Component 3: Assisting the PMU in developing studies and pilot projects; Component 4: Strengthening the PMU in terms of project management. |

Support for the Training and Social and Professional Integration of Vulnerable Youth in Chad (Bab Al Amal) (2018-2023) |
The objective of the BAB-AL-AMAL project is to reduce the vulnerability of Chad’s youth and develop economic opportunities in several regions of the country (Sarh, Abeché, Ndjamena, Moundou) by developing dual apprenticeship training. The development of this training will involve the capacity building of professional organisations and of their actors, the upgrading of training centres, and support to FONAP in the capital and in the regional branches. |

Summative evaluation of the project to improve access to school and the quality of learning for vulnerable children in the provinces of Equateur, Haut-Katanga, Tanganyika and Lualaba in DRC (2020-2021) |
In 2015 a project to improve access to school and quality learning for vulnerable children was implemented in the DRC, corresponding to the fourth component of a large Government Programme called "ACCELERE" (Access, Reading, Retention and Accountability). Through this component, UNICEF engaged in a programme in Katanga and Equateur to improve school participation and learning by focusing on key issues of timely entry and vulnerability for 310,500 children. Through a descriptive and analytical evaluation of the implementation of the ACCELERE Component 4 project, the aim of this mandate was to inform the development by Primary, Secondary and Technical Education and partners including non-governmental organisations of new strategies to facilitate the enrolment of the most vulnerable children in school, in order to promote evidence-based quality education. |
