This involves the strengthening of inspection mechanisms, as well as specific hospital services such as medical biology laboratories, pharmacy, medical transport and medical imaging.

Final Evaluation of the EU Trust Fund COVID-19 response in Libya (2023-2024)
The main target of this evaluation was the relevant EU services, such as the EU Delegation to Libya and the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) Migration Unit. While accountability, especially vis-à-vis EUTF donors is important and this evaluation certainly serves this purpose, an aid for decision-making in terms of capitalization, knowledge, understanding and sustainability perspectives was to be primed. National counterparts who have intervened as stakeholders throughout the implementation also stood to benefit from this evaluation. For Libya however, the recommendations of the evaluation were expected to be used as policy dialogue tool by the EU Delegation to Libya and by implementing partners.
