Technical assistance for the energy sector support programme in Togo (PASET) — phase 1 (2017-2022)
Access to energy and especially to a reliable, affordable electricity service, is a condition for sustainable economic development and poverty reduction. The population's access to energy in Togo was limited to 30% in 2014. For the same year, the level of technical (on networks) and non-technical loss was around 18%. This project aims to help face these challenges. Its overall objective is to contribute to reducing poverty by fostering the achievement of the objectives of the Sustainable Energy for All initiative (SE4All). The specific objective is to improve the living conditions of Togo's populations by working towards improved access to modern, sustainable energy services and helping to improve the sector's institutional framework to facilitate future investments, including from the private sector.
The technical assistance to the PASET-1 programme is organised around two main pillars:
1) improvement of the institutional framework of Togo's electricity sector;
2) capacity building of the main energy actors.

Preparation of texts revising the legislative and regulatory framework: electricity code, law on the regulator and their enforcement regulations (2019-2021)
The mission’s general objective is to contribute to the adoption of an attractive legal and regulatory framework with the introduction of an electricity code and of a new law on the regulator to build rules and practices more conducive to private investment in order to achieve universal access by 2025 and supply affordable electricity.
In particular, the mission involves defining, justifying and documenting amendments to the regulations to be integrated into the draft electricity code or other text to provide an investment-friendly framework in the energy sector covering the development of renewable energies, public-private partnerships, incentive optimisation, the optimisation of the model and acceleration of the rural electrification process, and finally, taking account of the downstream sector in the oil and gas industry.

Drafting of the National Energy Policy and of the National Strategy for Energy Access to All, and updating of the regulatory texts of the energy sector in Mali (2021-2022)
In order to have a political, legal, regulatory and institutional framework conducive to the promotion of renewable energy investments, the National Energy Directorate, through the Mali Electricity Sector Improvement Project (MESIP), was provided with support services from SOFRECO.
The project has two objectives: i) to finalise the process begun in 2013 of revising the National Energy Policy and to revise the associated regulatory texts; ii) to develop a National Strategy for Access to Electricity for All. The Malian stakeholders are the Direction Nationale de l'Energie (DNE), under the supervision of the Ministry of Energy and Water, and the other actors of the energy sector, notably institutions (EDM, AMADER, OSER, etc.).

Technical assistance to the New and Renewable Energy Authority (NREA) - Renewable energy planning (2021-2022)
The objective of this technical assistance is to enhance the NREA Strategic Department’s efficiency by building its capacities, providing coaching and transferring energy planning know-how through the development of an energy modelling platform, fed with studies and renewable energy scenarios developed during the technical assistance. In order to achieve this objective, AFD alongside the NREA, has identified a set of activities requiring consultancy services. The Consultant is expected to evaluate the energy planning capacities within the NREA and in Egypt, identify energy scenarios relevant to the NREA, develop an energy modelling platform containing pre-identified scenarios, identify a financing strategy based on the international best practices and energy markets scenarios and coach the NREA’s energy planning team on the further development of the aforementioned topics.

Technical assistance service to assist the Energy Division of the Ministry of Infrastructure in implementing the recommendations of the Functional Review and its action plan (2021-2024)
The overall objective of this technical assistance is to strengthen the capacities of the Ministry of Infrastructure in the short and medium terms for the Ministry to fulfil its mandate as described under the energy sector's policy and strategy framework. It aims to assist the ministry in implementing some of the recommendations from the Functional Review study, through the provision of specific thematic studies and further strengthen the capacities of the Energy Directorate in particular.

This technical assistance comprises especially the review of the National Energy Policy, the establishment of a framework for setting and monitoring targets for energy efficiency, the development a comprehensive Energy Management Information System (MIS) framework, drafting ToRs and assisting the Energy Directorate in the development/updating of policy and legal instruments.
