The Asian Development Bank is financing a consultancy for the Directorate General of Drug Administration, DGDA, to establish a new National Drug Control Laboratory and a training centre in Dhaka, built and equipped to WHO and international standards on a turnkey EPC basis. It runs in three stages, roughly four years in total.
-Stage one is about eight months, preparing the EPC bidding documents, the employer's requirements, the technical specifications and the cost estimates, and supporting DGDA through procurement to contract award.
-Stage two is about twenty-four months, supervising design, construction, equipment installation, commissioning and the start of operations.
-Stage three is about twelve months of defect-liability monitoring, training and closeout.
The responsibilities of the Team Leader will be the following for 24 person-months over a period of 44 months.
1) Lead the team and shall be fully responsible for fulfillment of the scope of work on behalf of the consultant firm.
2) Lead the team in the preparation of the Bidding document for hiring EPC contractor. He should be cognizant about drug testing lab construction, machinery set up, process flow and other determinants of cGMP. Assist in preparation of Coordination Drawings, Schematic Drawings/ P&I Diagrams, Single Line Diagrams (SLD), Standard Detail Drawings (SDD) etc.; for ensuring consultation of detail engineering management during construction and maintenance; Preparing necessary specifications of machinery, equipment, HVAC, water system, utilities etc.; and assisting DGDA in successful completion of the procurement process till award of the project to selected EPC contractor.
3) Lead the team for implementation of Testing lab and training center project and during defect lability period..
4) Guide the team and EPC contractor in the timely implementation of the project.
5) Oversee the smooth integration of the information and inputs received from rest of the team of experts.
6) Coordination and Liaoning with client and EPC constructing agency.
7) Any other relevant task not mentioned before. |
