Qualifications and skills:
• At least a master’s degree in Higher Education Policy, Education Management, Public Administration or related field;
• In absence of a master’s degree, she/he should have equivalent experience defined as at least a Bachelor's degree and 12 years of specific professional experience (see below);
• Excellent project management skills, including reporting;
• Excellent drafting, analytical and communication skills;
• Excellent written and spoken English, Somali proficiency is an asset;
• Advanced computer literacy, including proficiency in MS Office, project management software (e.g., MS Project), and data visualisation tools.
General professional experience:
• Minimum 7 years of relevant experience in higher education policy implementation, with:
o Direct advisory roles to ministries of education or higher education commissions on policy development.
o Experience coordinating multi-stakeholder initiatives (e.g., public-private partnerships, donor-aligned programmes).
o Experience coordinating with international partners (e.g.UNICEF, World Bank, EU, or bilateral donors) on higher education initiatives.
• Minimum 10 years proven experience in implementing Quality Assurance and Accreditation frameworks in higher education; experience of working with national higher education commissions, ministries, or international accreditation bodies;
• Knowledge of international Quality Assurance and accreditation standards;
• At least two years’ experience in the Horn of Africa, Eastern Africa or post-conflict environments is an asset. |
